·         Kama ilivyo ada, nianze kwa kumshukuru Mwenyezi Mungu kwa kutuwezesha kukutana hapa. Pia, nachukua fursa hii, kwa niaba ya Wizara ya Afya na Ustawi wa Jamii kuwakaribisha wote katika mkutano huu wa uratibu wa mawasiliano ya VVU na UKIMWI. Kuwepo kwenu hapa kunadhihirisha ni jinsi gani mlivyo mstari wa mbele katika vita dhidi ya adui UKIMWI ambaye hivi sasa ana  miongo mitatu tangu aikumbe nchi yetu. Uwepo wenu pia, unaashiria kujitoa kwenu katika kuhakikisha kwamba, mawasiliano ya VVU na UKIMWI nchini yanaboreshwa na kuwa madhubuti katika kuzitangaza huduma za kinga ya VVU na zile za matunzo na matibabu ya UKIMWI. Kwa mara nyingine, nawashukuru wote kwa utayari wenu wa kushiriki mkutano huu.

·         Kama mnavyofahamu, janga la UKIMWI linaendelea kuathiri sekta zote nchini. Sekta ya afya kwa kushirikiana na wadau mbalimbali katika mapambano dhidi ya UKIMWI nchini, imekuwa ikichukua juhudi za makusudi katika kudhibiti tangu janga hili lilipoikumba nchi yenu mwanzoni mwa miaka ya 1980. Tangu kuanza kwa mapambano dhidi ya UKIMWI nchini, wadau wengi wamekuwa  wakijishughulisha na  kutekeleza shughuli mbalimbali zinazolenga kutoa habari, elimu na mawasiliano dhidi ya VVU na UKIMWI kwa jamii ya Tanzania ili kupunguza maambukizi mapya.

·         Kwa kipindi chote hiki cha  miongo mitatu ya kuwepo kwa janga la UKIMWI nchini, sekta ya afya imekuwa ikijidhatiti katika kuhamasisha Jamii kuhusu janga hili na kutoa huduma za ama kuzuia maambukizi au kutoa huduma za tiba na matunzo kwa watu wanaoishi na VVU.

·         Kiwango cha uelewa kuhusu VVU na UKIMWI miongoni mwa watanzania kimeongezeka kutoka asilimia 5.7 mwanzo mwa miaka ya 1980 na kufikia zaidi ya asilimia 90 katika miaka ya hivi karibuni. Pamoja na afua zingine, mafanikio haya yamefikiwa kutokana na afua ya habari, elimu na mawasiliano, afua ambayo imekuwa ikitekelezwa na wadau mbalimbali kwa kipindi chote hiki cha mapambano dhidi ya UKIMWI nchini. Afua za mawasiliano zinazolenga makundi maalumu yaliyo katika hatari zaidi ya kuambukizwa VVU, bila shaka zimechangia kwa kiasi kikubwa mabadiliko ya tabia kwa watu walio katika makundi haya na matokeo yake ni kupungua kwa kiwango cha maambukizi ya VVU. Kwa upande wake, Serikali ya Tanzania ina shauku kubwa ya kuona kiwango cha maambukizi kinapungua hadi kufikia sifuri. Hili linaweza kufikiwa pale tu sote kwa pamoja tutakapoboresha juhudi zetu za sasa katika mapambano dhidi ya UKIMWI ikiwemo kuboresha afua ya habari, elimu na mawasiliano.

·         Kadri muda wa mapambano dhidi ya UKIMWI unavyosonga mbele,  idadi ya wadau wanaojishughulisha na mawasiliano ya VVU na UKIMWI wamekuwa wakiongezeka kwa kasi huku wakilenga kuzitangaza afua mbalimbali za UKIMWI. Afua zenyewe ni kama vile damu salama, udhibiti wa magonjwa ya ngono, ushauri nasaha na upimaji wa VVU, kuzuia maambukizi ya VVU toka kwa mama kwenda kwa mtoto na huduma ya tohara kwa wanaume. Kuzitangaza huduma hizi kunahitaji uwepo wa mfumo madhubuti wa utoaji huduma husika ili kukidhi haja kama vile rasilimali watu. Kwa kuzingatia hayo, sekta ya afya imeona kuna kila sababu ya kuratibu shughuli zetu za mawasiliano hasa zile zinazolenga kutangaza huduma ambazo Wizara ina jukumu la kuzitoa. Wizara inaamini kwamba, utaratibu huu kwa kiasi kikubwa utachangia uwajibikaji miongoni mwa wadau mbalimbali kwani kabla ya kutangaza huduma. Mhusika atapaswa kuwasiliana na Wizara kuona kama huduma zilizopo zinaweza kwenda sambamba na ongezeko la wahitaji wa huduma  husika.

·         Tarehe 27 Machi mwaka huu wa 2013, Raisi wa Jamhuri ya Muungano wa Tanzania Mh. Dk. Jakaya Mrisho Kikwete alizindua taarifa ya matokeo ya Utafiti wa Viashiria vya UKIMWI na Malaria ya mwaka 2011/2012. Katika utafiti huo, imegundulika kwamba, asilimia 5.1 ya Watanzania wenye umri wa kati ya miaka 15 na 49 wameambukizwa Virusi vya UKIMWI. Kiwango hiki ni kidogo kwa asilimia 0.6 ukilinganisha na matokeo ya utafiti wa mwaka 2007/2008 ambapo asilimia 5.7 ya Watanzania wenye umri kati ya miaka 15 na 49 walikuwa wameambukizwa Virusi vya UKIMWI.

·         Kushuka kwa kiwango cha maambukizi ya Virusi vya UKIMWI kwa asilimia 0.6 tu kwa kipindi cha takribani miaka minne ni kasi ndogo sana ya kuelekea kwenye azma yetu ya Tanzania Bila UKIMWI Inawezekana. Ninaamini kwamba kuongeza kasi na ufanisi katika shughuli zetu za elimu, habari na mawasiliano ni chachu katika kuchochea kasi ya kushuka kwa kiwango cha maambukizi nchini. Ili tuwe na ufanisi, hatuna budi kama wadau tuwe na uratibu mzuri wa kazi zetu na sio kila mdau kufanya kivyake.

·         Kutokana na kuwepo kwa wadau wengi wanaojishughulisha na mawasiliano ya VVU na UKIMWI, watanzania wamekuwa wakipata taarifa hizo kutoka katika vyanzo mbalimbali. Wingi wa vyanzo hivi unasababisha sekta ya afya kulazimika kutoa huduma za ziada. Wakati mwingine, Serikali imekuwa ikilazimika kuongeza rasilimali ili kununua vifaa husika na wakati mwingine kuweka juhudi ili kuhakikisha utolewaji wa huduma za nyongeza ambazo zitaenda sambamba na  ongezeko la watu.

·         Kutokana na kutokuwa na uratibu mzuri wa kazi zetu za mawasiliano, Wizara ya Afya na Ustawi wa Jamii kupitia Mpango wa Taifa wa Kudhibiti UKIMWI iliandaa Mkakati wa Mawasiliano ya VVU na UKIMWI katika Sekta ya Afya. Mkakati huo unatekelezwa kwa miaka nane, kuanzia 2008 hadi 2015. Mkakati huu uliandaliwa  baada kufanyika upembuzi yakinifu katika mikoa 8 ya Tanzania Bara na kubaini mapungufu katika mikakati yetu ya Mawasiliano. Mikoa yenyewe ni pamoja na Arusha, D’Salaam, Dodoma, Iringa, Kigoma, Mara, Mtwara na Shinyanga. Kwa kuzingatia mapungufu hayo, Mkakati ulioandaliwa unatoa maelekezo ya jinsi ya kutatua mapungufu ya mawasiliano yaliyobainishwa katika upembuzi yakinifu. Mkakati pia unatumika kama dira ya kutekeleza mawasiliano yote yanayohusu VVU na UKIMWI katika sekta ya afya hasa katika afua za kinga, tiba na matunzo, afua ambazo zinatekelezwa na wadau mbalimbali nchini katika juhudi za kusaidia mapambano ya UKIMWI. Ni matumaini yangu kwamba, wadau wote wanaojishughulisha na mawasiliano katika sekta ya afya nchini watatumia mkakati huu katika kupanga, kutekeleza na hata kutathmini afua za mawasiliano nchini.

·         Mkutano huu wa siku mbili, unalenga kubadilishana uzoefu katika kutekeleza kazi za mawasiliano ya VVU na UKIMWI, kazi ambazo zimekuwa zikitekelezwa kuanzia ngazi ya taifa, mkoa, wilaya hadi jamii.  Mkutano huu pia unalenga kubadilishana uzoefu katika kuandaa mpango wa utekelezaji wa mkakati wa mawasiliano ya VVU na UKIMWI katika sekta ya afya, na kuandaa mpango kazi wa utekelezaji wa mkakati huo ambapo vipaumbele vya ushirikishwaji miongoni mwa wadau na utekelezaji wake vimeainishwa.

·         Nadhani sote tunafahamu kwamba, hivi sasa Dunia imedhamiria kufikia sifuri 3 ifikapo mwaka 2015, yaani kuzuia maambukizi mapya ya VVU, vifo vinavyotokana na UKIMWI na unyanyapaa. Ninashawishika kuamini kwamba afua ya mawasiliano ni suala mtambuka ambapo litachangia kuifikisha Tanzania katika sifuri hizo 3. Hatutaweza kuzuia maambukizi mapya endapo jamii haitapata taarifa sahihi za jinsi ya kujikinga dhidi ya maambukizi. Pia, kutokomeza vifo vinavyotokana na UKIMWI itakuwa ni ndoto endapo jamii haitapata taarifa sahihi jinsi ya kutumia  huduma za tiba na matunzo kwa watu wanaoishi na VVU. Vilevile, kupiga vita unyanyapaa kunahitaji taarifa sahihi ya njia za maambukizi ya VVU. Lakini haya yote  yatafanikiwa pale tu sote kwa pamoja tutakapokuwa na uratibu mzuri wa kazi zetu za mawasiliano hivyo, kuchochea mabadiliko ya tabia miongoni mwa watanzania.

·         Tangu kuanza kwa mapambano dhidi ya UKIMWI nchini, Serikali ya Marekani na Mfuko wa Dunia wa Kupambana na UKIMWI, Kifua Kikuu na Malaria wamekuwa ni wafadhili wetu wakubwa katika mapambano. Hivi karibuni, tumeshuhudia kupungua kwa raslimali katika kutekekeleza mapambano dhidi ya UKIMWI nchini kutokana na ukweli kwamba kuna baadhi ya wafadhili kama vile Serikali za Sweden na Denmark kujitoa. Kujitoa kwa baadhi ya wafadhili hawa, kunamaanisha upungufu wa misaada pia. Hivyo, ninatoa rai kwa wadau wa mawasiliano kutumia raslimali kwa ufanisi badala ya kurudufu kazi miongoni mwa wadau zinazowalenga kundi lilelile la watanzania hivyo kusababisha matumizi mabaya ya raslimali. Napenda kusisitiza kwamba, hili nalo litafanikiwa endapo kila mdau atajua mwenzake yuko wapi, anafanya nini, na kwa walengwa gani.

·         Yatupasa tutambue kwamba, jukumu la kila mmoja wetu aliyehudhuria mkutano huu ni kueleza hali ya utekelezaji wa afua za mawasiliano ya VVU na UKIMWI. Sote tuliopo hapa  hatuna budi kushiriki kikamilifu katika mkutano huu, kutoa uzoefu wetu katika mada husika ambao utasaidia kuboresha mawasiliano ya VVU na UKIMWI nchini. Ninaamini kwamba, mkutano huu utakuwa na tija kwetu kutokana na ukweli kwamba sote kwa pamoja bila kujali tofauti zetu, tutakuwa na uelewa na kukubaliana kwa pamoja jinsi ya kuboresha kazi zetu hivyo, kuongeza ufanisi katika kazi za mawasiliano tunazozifanya.

·         Kwa kumalizia hatuba yangu, ninatoa pongezi kwa Kituo cha Kudhibiti Magonjwa (CDC) kupitia asasi ya Pathfinder kwa msaada wao ambao umetuwezesha  sote kukusanyika hapa na kupanga mikakati madhubuti katika kuendeleza mapambano dhidi ya UKIMWI nchini. Msaada huu ni kiashiria tosha kuthibitisha ni jinsi gani wadau wetu wa maendeleo wanavyofanya kazi bega kwa bega na serikali ili hatimaye Tanzania nayo iweze kufikia lengo la milenia namba 6 la kupambana na UKIMWI, Malaria na magonjwa mengine.

Do more efforts to curb new HIV/AIDS infection stakeholders' urged

STAKEHOLDERS in the war against HIV/AIDS in the country have been urged to put more efforts in the war against the pandemic so that a great success in the elimin ation of the disease could be achieved.
The remarks to that end were made by Dr. Anath A. Rwebembera, the National Aids Control Programme (NACP) Acting Programme Manager when she was delivering her key note address at a two day National Information, Education and Communication (IEC)/Behaviour Change Communication (BCC) Stakeholders’ Coordination meeting that was held from 29th to 30th August, 2013 at Kiromo View Resort in Bagamoyo.
She said although efforts to provide women with safe, effective and affordable products they can use to protect themselves against HIV infection have improved to a greater extent, more efforts were needed to reach the desirable end.
She added that the government was doing what it could to make these products available as quickly as possible where the need is most urgent.
“Kindly encourage the use of antiretroviral (ARV) drugs already being used successfully to treat HIV/AIDS and to prevent mother-to-child transmission, and that have shown great promise in various studies to prevent HIV,” she said.
According to her, the UNAIDS 2012 report shows that a more than 50% reduction in the rate of new HIV infections has been achieved across 25 low- and middle-income countries––more than half in Africa, the region most affected by HIV.
“In some of the countries which have the highest HIV prevalence in the world, rates of new HIV infections have been cut dramatically since 2001; by 73% in Malawi, 71% in Botswana, 68% in Namibia, 58% in Zambia, 50% in Zimbabwe and 41% in South Africa and Swaziland,” she said.
In addition to welcome results in HIV prevention, sub-Saharan Africa has reduced AIDS-related deaths by one third in the last six years and increased the number of people on antiretroviral treatment by 59% in the last two years alone.
“The pace of progress is quickening—what used to take a decade is now being achieved in 24 months,” she said adding that : “We are scaling up faster and smarter than ever before. It is the proof that with political will and follow through we can reach our shared goals by 2015.”
For example, South Africa increased its scale up of HIV treatment by 75% in the last two years—ensuring 1.7 million people had access to the lifesaving treatment—and new HIV infections have fallen by more than 50 000 in just two years.
During this period, South Africa also increased its domestic investments on AIDS to US$ 1.6 billion, the highest by any low- and middle-income country.
The report also shows that countries are assuming shared responsibility by increasing domestic investments.
More than 81 countries increased domestic investments by 50% between 2001 and 2011.
The new results come as the AIDS response is in a 1000 day push to reach the Millennium Development Goals and the 2015 targets of the UN Political Declaration on HIV/AIDS.
The area where perhaps most progress is being made is in reducing new HIV infections in children.
Half of the global reductions in new HIV infections in the last two years have been among newborn children.
 “It is becoming evident that achieving zero new HIV infections in children is possible,” said Mr Sidibé.
“I am excited that far fewer babies are being born with HIV. We are moving from despair to hope.” 
More than two-thirds of the estimated 34 million people living with HIV/AIDS worldwide are in developing countries, and nearly three-fourths of the 2.5 million new HIV infections in 2011 occurred in these countries.

As a science-based public health and disease prevention agency, CDC provides support to more than 70 countries to strengthen their national HIV/AIDS programs and build sustainable public health systems through the U.S. President’s Emergency Plan for AIDS ReliefExternal Web Site Icon(PEPFAR).

CDC works side by side with Ministries of Health in these countries and with other partners to implement sustainable HIV/AIDS interventions and to measure their effectiveness in reducing infections and deaths from HIV/AIDS.
Recent scientific advances offer a historic opportunity to dramatically drive down the rate of new HIV infections and virtually eliminate infections in babies.
CDC is focusing its global HIV/AIDS efforts on reducing new HIV infections using a combination of proven prevention tools: preventing mother-to-child transmission, voluntary medical male circumcision, and scaling up treatment of HIV-positive people (“treatment as prevention”).
When used along with HIV testing and counseling, condoms, and other prevention tools, these interventions put us on a plausible path for eliminating new infections.

Participants were of the view that male circumcision is a one-time intervention with a lifelong benefit.

This low-cost procedure reduces the risk that women with HIV will transmit the virus to HIV-negative men by more than 60%. HIV-negative women also benefit from the lower rate of infections.

CDC, through PEPFAR, helped support more than 400,000 male circumcisions in the first half of fiscal year 2012 (October 2011-March 2012.

PALESTINIAN OFFICER CALLS ON MUSLIMS TO SUPPORT THEIR CAUSE

THE Palestinian 2nd Secretary Derari Ghanamu has called on Muslims all over the world to support the Palestinian cause against the brutal repression from the Zionists of Israeli.
He said Palestinians were living under duress and Israeli soldiers do not want to see young people pray in the Al Aqsa Mosque, the sacred Muslim entity.
He said Muslims must keep Quds Day alive.
“I have repeatedly commented regarding Israel's avarice and that it will not be content with the lands it has already occupied,” he said.
He added: “You have now witnessed that it has chosen Jerusalem as its capital.”
He said that all the statements that the United States and human rights organizations announce are inconsistent utterances.
And thus you see that they disapprove of Israel's action, but it pays no heed.
Muslims should criticize it, in turn, and denounce them.
This trend is such because is nothing serious. America is not really against Jerusalem being Israel's capital; otherwise, it would not have been able to take such a step. This is all just a show. And human rights organizations and other such institutions are all allies.
They have all joined hands to plunder the Muslims and others in Asia and Africa, but, unfortunately, the Muslims are still not conscious of this.
The nations must themselves stand up against such oppression for the governments are generally on their side and thus you see that the Muslims; that is, the Islamic governments show no reaction to America's aggression. And if an Islamic government does say something, it is just words and nothing more.
You have witnessed how savagely they treated our dear sons, daughters, and our dear university students, and how bravely they held out, holding clenched fists, against the American police and the other security forces.
They bore all the blows and the atrocities of the Americans, but did not yield at all on their (principled) stand.
Muslims must learn what to do from these youth who are from Iran and are living abroad, whether in Britain, Europe or America.
We are disappointed with the governments, but the people are all right.
But what was the reaction of the nations to the American atrocities and, recently, also to what the British did to our zealous youth?! If there was any reaction it was from among the Iranian youth there and maybe, just in a few instances, their own people showed sympathy.
But overall, the nations did not demonstrate much sympathy and this is because the Muslim nations have not yet grasped the teachings of Islam.

The grand Imam of Idrisa Mosque in Karikakko, Dar es Salaam said the Balfour Declaration was made in November 1917.
The Balfour Declaration led the Jewish community in Britain and America into believing that Great Britain would support the creation of a Jewish state in the Middle East.
On November 2nd 1917, Arthur James Balfour, the British Foreign Secretary of the time, wrote to Lord Rothschild. The Rothschild’s were considered by many Jews to be one the most influential of all Jewish families– they were certainly one of the wealthiest. Their influence in America was considered to be very important to the British government.
Balfour declared his support for the establishment of a Jewish homeland in the area known as Palestine – though there had to be safeguards for the "rights of non-Jewish communities in Palestine".
This communication was accepted by the Jewish community as Great Britain’s support for a Jewish homeland.
Other nations that fought for the Allies offered their support for the declaration.
However, from a Palestinian Arab point of view, the same area had been promised to them for siding with the Allies in World War One and fighting against the Turks who were fighting on the side of the Germans.
Therefore, when Britain was given Palestine to govern as a League of Nation's mandate at the end of the war, both the Jews and the Arabs believed that they had been betrayed as both believed that they had been promised the same piece of land.
After 1918, politics in the Middle East was to become a lot more complicated as many Jews took the Balfour Declaration as read and emigrated to Palestine.
The Arabs there saw the increasing number of Jews moving to the region as a threat to their way of life and problems quickly multiplied.

TANZANIAN MUSLIMS OBSERVE AL QUDUS DAY

THE Iranian Ambassador to Tanzania Syed Agha Jaffari Mahadi has said it is now over three decades ago, since the leader of the Islamic Revolution in Iran Ayotallah Imam Ruhollah Khomeini announced Al-Quds day on the last Friday of the Holy month of Ramadan.
He made his remarks in Dar es Salaam yesterday at Mtoro Mosque to commemorate Al Qudus Day.
He added that this step was taken by the Imam, after the victory of the Islamic revolution in Iran and the ouster of the tyrant, Shah Reza Pahlavi, who was a major ally of the United States and the Zionist entity in the Middle East.
He said as soon as the Iranian people’s revolution triumphed, Imam Khomeini closed the Israeli embassy in Iran ending all kinds of relations with the entity, and inaugurated a Palestinian embassy.
“Imam Khomeini was the first in the world to take such a step in support of the Palestinian cause, and Iran was the first country to celebrate this day,” he said.
According to him, later on, the Arab and Islamic world adopted this call by organizing yearly marches to express their adherence to the Palestinian cause, and their honour to Al-Quds as a major Islamic sanctity.
This year, as usual in Dar es Salaam, the Tanzanian capital was a pivotal stage to the Muslims to show their solidarity with Palestinian cause and curse the Israeli brutal regime.
People all over the world and particularly the Middle East,  started revealing awareness and taking action for supporting righteous causes, such as the Arab revolutions as well as the marches against Israel on Al-Nakba and Al-Naksa day.
Friday the 2nd of August, being the last Friday of the Month of Ramadan this year, and various rallies have been organized to take place on this day to reassure that the Palestinian cause will always exist in the conscience of every free person in the world.
Speaking on the occasion, Sheikh Musa Kundecha, the leader of Islamic Institutions and grand Imam of Mchangani Mosque said the victory of the Islamic Revolution in Iran was a great boost for the Palestinian issue.
He said added that Imam Khomeini's universal recommendations as, the revival of religious culture, the negation of hegemonic powers, disrupting the cruel governors on the universal politics, reviving the Islamic traditions like Abrahamic Hajj, undermining the illegitimate existence of Israel, Quds' freedom, defending the liberal movements and the movement toward the divine spirituality and the exalted values.
“Imam Khomeini was very decisive and determined in the fulfillment of his goals toward Palestine and he delivered his promises even in the first days of Iran's revolution by closing Israel's embassy in Tehran and handing it over to the Palestinians,” he said.
The announcement of Quds day, as the last Friday of Ramadan month, is promising for new movements to restore the world of Islam's support for the Muslims all over the world to be mobilized for liberation of Al Quds. 
Imam Khomeini's view to the Middle East's critical issues, especially Palestine, was always along with an intellectual perspective and based on the divine verses, Palestinians' desires and the Muslim's public thoughts.
His perspectives were completely different from other Arabic and Western governments' analysis.
The spirit of the Islamic revolution leadership has been constantly kept alive in all eras. Referring to all Imam Khomeini's lectures, words, works, and his practical tradition, we can come to conclusion that his leadership responsibility regarding the Palestine's issue is completely distinct from the other tendencies which step forward against the oppressed Palestinians' real desires.
